Bug-Description: Apps wont start via panel and lost desktop-switching-buttons

Package: kpanel ? kfm ? kde ?
Version: KDE 1.1

Distribution: DLD 6.01

* "Suddenly" the four buttons for switching to the four desktops are gone, only 
two "empty" buttons for desktop 1 and 2 remain. They work, though.
When clicking onto an icon on the panel the corresponding program wont come up. The 
hard disk starts doing something for about 2 seconds but that was it.
I installed the system only a few weeks ago.
Applications can be started via kvt or ALT-F2.

* What did I do ?
Hmmm ... Nothing that has to do with kde:
Bsicaly I used kisdn, netscape, kfm, kmail, kedit. No chown or chmod outside $HOME 
or within Desktop, .kde or .kderc.

* NO succes:renamed ~/.kde, ~/.kderc and ~/Desktop to *.bak. 
NO success:over-reinstall of all KDE-rpms
SOME succes: removed ~/.kde, ~/.kderc and ~/Desktop if automatically re-setup, 
renamed /opt/kde to /opt/kde.bak and completely reinstalled all rpm packages from
oroginal DLD.6.01-CD

Rights for kpanel were -rwxr-xr-x root root.
No KDE-specific messages in /var/log/messages.
No KDE-related mails for root from system
No similar problem found on bug report pages at kde.org

Similar Symptom: Bugreport #1765 but description of cause is totally different.

Now KDE works properly for root. For user tom (belongs to group root and users) 
the following is to be seen after quiting KDE:
