The View:Document Encoding submenu has $BIGNUM encodings, where
$BIGNUM*$font_leading > screen_height.  As the menu doesn't scroll, it
is impossible to select an encoding that comes after the first
$SMALLNUM.

Suggested fix: Copy Netscape's method for dealing with really long
menus -- divide the really long menu into submenus of screen size,
with "More" items at the bottom of all but the last.

I am using Yellow Dog 1.1, kernel 2.2.6, and glibc 2.1.1.
