this goes back at least as far as kde-1.0; now that the bug system is
working again, i'll reassert it.

URIs are not resolved according to the specifications of RFC-1808 sec 4, and
2396 sec 5.2 - in particular those starting with '//' are treated as
absolute path parts.  See my website for abundant examples.
