Version: from kbase 1.1-16 (SuSE distrib)

if you let the clock show "Internet Beats" it sometimes uses the wron 
timezone. My settings are:
Country: Germany -> Time MET/MEST (kpanel uses MET only)
Language: English/default "C"

I guess the panel fetches local time, subtracts timezone and then 
recalculates the beats - wouldn't it be better to fetch UTC time instead 
of local time?

If the algorithm is something else than "1000 beats per day with @0 at 
0:00 UTC" then please inform me and forget this report...
