My wild guess is that you have a buggy (hand-edited) kwmrc. You say:

This could be your problem. Please check if the two
TitlebarDoubleClickCommand entries are absolutely identical (except
their assigned values, of course).

The first check to be done is:

mv ~/.kde/share/config/kwmrc ~/kwmrc.bak

Then exit and restart KDE (not only kwm) *without* config file. This
will save a set of good defaults (as of KDE-1.1, WinShade is the default
action for the resource you seek).

As about saving config entries at startup, kwm doesn't do this (you
don't have to believe me, you can look the code). 90% of KWM's config
entries are read-only. If these entries exist in the rc file, they will
only be read out and never saved back. However, if they don't exist (and
*only* if they don't exist), kwm will save a good default for the
missing config entry. The only config entries kwm needs to save
regularly are Desktop size configs and session management config
(nothing to do with TitlebarDoubleClickCommmand).

Thanks a lot for your report. Please, do the little test I described and
