KRunner don't appear below a top panel

The KRunner launcher window don't appear below a top panel and instead it
appears behind it.
Another example is the yakuake terminal windows which also don't appear below a
top panel, and if there is a top panel, the panel appears above it's content.
I attach two screenshots of both cases, the first one it's how it appears on a
Plasma Wayland session and the other how it should appear.
On a Plasma Xorg session they appear as expected.
My system is using Debian GNU/Linux sid, with Qt 5.11.1, and a build of today
git master of KWin, plasma-workspace and plasma-desktop.
