Sincerely your installation seems to be very broken and i'm not sure what i can
really do for you.

Try removing .local/share/kxmlgui5/okular/part.rc and
.local/share/kxmlgui5/okular/shell.rc (or rather move them somewhere else so in
case they are the cause of your problems we can try to figure out how they got
so broken).
