Let's bring this back up and connect it to some older wishlist item...

(optionally) show only connected devices" was closed recently as it was filed
for KDE4. This is still an, well, issue with KDE5, and I think it is connected
to this bug.

Due to my special snowflake WiFi card that needs attention after every
sleep->wakeup cycle, the Network Monitor applet thingy hangs a lot. I need to
click right on the applet, Configure Network Monitor, select the interface
again (this is also bugged as sometimes it does not show up at first, then gets
refreshed upon hitting Apply, and then works as expected), and then the monitor
resets and does its thing.

If we could do a periodic check which interface is available and up, there
could  be an automatic start/stop of newly active/inactive interfaces. This
would also resolve this bug, which to me, sounds closely related. I'm using
traditional horizontal panel layout, so I doubt this is a problem that is
caused by the rotation of the entire panel.
