Ah wait. Your Okular is still the KDE4 version, so you indeed need to use
kcmshell4. Given that it errors out on "kcmshell4 webshortcuts" means you do
not have Konqueror 4.x installed. The webshortcuts kcm was part of konquero=
r,
and was splitted into kio with the port to Frameworks 5.

Instead of installing the older Konqueror, I suggest to install a newer Oku=
lar
instead. Any 1.x version should work, but more recent versions have additio=
nal
fixes. Current released version is 1.3.
