This bug was reported for Linux. So don't change the platform to Windows CE.
And if you're on Windows and you do not have pressure with your tablet, the
problem is ALWAYS with the tablet driver. Either the wintab driver is broken or
incorreclty installed, or you haven't turned on Windows Ink.  In any case,
adding comments about tablets on Windows to this bug is wrong. Don't do it.

Aidan, can you please test again with 4.0? A lot has happened since 3.0. We
don't have the hardware since Bosto refused to send us test hardware, instead
allowing us as a special favor to buy their tablets at the full price, which
offer we naturally declined. We cannot buy every tablet under the sun.
