No, that's a plasmashell issue, probably linked to bug 388759. I just got this
issue, and the symptoms are just like in 388759, but it did not involve
resolution change or screen reconfiguration. It was probably because of high
CPU load, I was compiling a project for several minutes and the CPU was 96 °C.
Restarting plasmashell fixed the issue.
