The Qt document mentions "ICU" (Open Source -- Unicode License) -- which is a
result of work done by Taligent, IBM and Sun (Java).

The Qt 5 paper seems to be a little bit out-of-date:
 * openSUSE Leap has ICU 52 libraries.

 ** The Windows 10 Creators Update has integrated ICU into Windows -- "making
the C APIs and data publicly accessible." (original Redmond text).
