You know this is a bugtracker and no support channel?
I just installed a fresh Xubuntu 14.04 in a virtual machine.
When the new system rebootet I entered "sudo apt-get install kate khelpcenter4"
in a terminal.
Starting Kate + using Help->Kate Handbook or F1 opens the Kate Handbook in
KHelpcenter.
