Hey Farid... 

Right-click on your toolbar, then select "Configure Toolbars" in the menu. 
On the toolbar dropdown, do you see three toolbars? On mine there is Main,
Extra and Timeline

Make sure that there is something in "Current Actions" in the Timeline Toolbar. 

My windows don't need a tag to be draggable, I can click and drag anywhere in
them. Are yours the same?
