This bug is a duplicate of another I cannot find right now; what works for me
to get Krita totally in, say, Japanese, is open a cmd window, type

set LANG=ja

then go to the krita install directory and execute krita.exe.

This seems something that went totally wrong inside Qt5, and I haven't figured
it out yet.
