(1) Becaue all of the other widgets on the panel have this option, and it would
seem appropriate that Pager would follow suit. (I assume it'd be an easy
feature to implement.)
(2) It'd be a customization option for users that just don't want to see the
tooltip when hovering their mouse over the panel widgets. (This is the case for
me. Just preference.)
(3) Privacy -- some users may simply not want their windows on a certain
virtual desktop showed for when someone may be walking by or someone looking
over their shoulder at something.
