When changing from 30fps to 60fps the project monitor plays back the video at
double speed.

Reproducible: Always

Steps to Reproduce:
1. Add some clips to the timeline
2. Go to Project Settings
3. Set the profile from HD 720p 30fps to 60fps

Actual Results:  
project monitor is on double speed

Expected Results:  
stay at the same speed but the frame should be more dense. This is a major bug
when combining with the speed effect
