I don't know anything about the technical context and what 'Apply colors to
non-Qt applications' really does.
I did not know pixmaps is part of these contexts.

If I understand it right, it's gimp/inkscape, who do not understand or ignore
the color codes set by KDE in /.config/gtkrc-2.0
yes, then disabling it by default would be a good workaround
