When I log into Plasma session, the desktop starts to show up, with the
wallpaper and sometimes half-drawn panels. Then the interface hangs for ~40
seconds, the interface half drawn and mouse pointer moving at low frame rate.
There is no hard drive activity and by the sound of the system fan, no CPU
activity either while this hang. After that pause the interface is drawn
complete and the system starts behaving as normal.

Reproducible: Always

Steps to Reproduce:
1. Boot or log into Plasma session.


Actual Results:  
The interface hangs half-drawn for a long time.

Expected Results:  
The hang should not happen.

Kubuntu 15.10, x86_64, Nvidia drivers 355.11, Core i7 2600K, 980GTX, 16 GiB
RAM, no swap. I have two displays attached - a 2560x1440 LCD monitor and a
1920x1080 TV.
