At least for the kuiserver5-still-running issue, one workaround is to create an
executable snippet:
~/.config/plasma-workspace/shutdown/kuiserver5.sh
that contains:
qdbus org.kde.kuiserver /MainApplication org.qtproject.Qt.QCoreApplication.quit
