Ok, next time it happens, please watch the active window.

As it's not an effect referencing all windows nor a double trigger (unlikely to
be caused by plasmoid AND shortcut) some client will respond to the state
change by a self activation - and break the state.

I'll bet on firefox or thunderbird :-P
