I am using Kubuntu 15.04, which now that I look again seems to be plasma 5.2.0.
 The time is in fact set properly on my machine

$ date
Mon Jun 29 22:26:24 EDT 2015
$ date --utc
Tue Jun 30 02:26:26 UTC 2015

The picture I attached shows how it is inconsistent - the taskbar widget says
3:03:25 PM EDT, (the time it actually was) but the hover says 8 hours earlier,
also in EDT.

The patch you sent does seem like the sort of thing that would fix it as it
changes the sign in exactly the way I think is needed.

How do I run the new version?  I tried installing the kde-backports ppa but I
couldn't log in.
