As the every time I though the issue was fixed it reappeared, I found some kind
of solution in an old bug report https://bugs.kde.org/show_bug.cgi?id=31179

Workaround is to set the BusyIndicator to running: false in 
/usr/share/plasma/plasmoids/org.kde.plasma.notifications/contents/ui/NotificationIcon.qml
and the same for all annoying plasmoids.
