Right now the difference between "Configure Selection" and "Open Configuration"
is not very intuitive, I have clicked several times on "Configure Selection"
and run CMake needlessly without having changed anything.  This would be more
intuitive if "Configure Selection" said explicitly that it was going to run a
configuration tool, not open up program options. 

In my opinion the whole configuration system is a bit disjointed, some things
you have to right click on the projects menu, environment variables have to be
set using "Configure KDevelop" instead of allowing environment variables to be
configured on a per-project basis,  it would be easier for users if all of
these things were grouped together in one section of the menu.
