If there exist two global shortcuts sharing modifiers, one with 2 keys and
another with 3 keys, the 3 keys one will not work.

Reproducible: Always

Steps to Reproduce:
1. Configure Klipper's "open Klipper at mouse position" to be done on
Alt+Shift+V
2. In the keyboard settings configure "Shortcuts for Switching Layout -> Main
Shortcuts" to be Alt+shit
3. Copy text a couple of times
4. In Kate or similar text field, press Alt+Shift+V to trigger Klipper.

Actual Results:  
Klipper is not triggered.
In Kate the "View" menu is opened, as if pressing Alt+V.

Expected Results:  
The Klipper context menu should open offering to paste text.

This is a default Windows setup, where keyboard layout changes at Alt+Shift,
while Ditto paste menu appears at Alt+Shift+V.
