Yes it happens every time, all the time. The issue was not present in 5.2
(default with kubuntu 15.xx) and did not manifest until I upgraded to 5.3 (and
now 5.3.1). The issue is present immediately after a reboot (I have not yet
found a scenario that the problem doesn't persist). I restarted the plasmashell
process via

kquitapp plasmashell; sleep 20; plasmashell &

and the problem still persists.
