In all the noise it might be good to point out that Thomas workarounds made my
desktop functional again:
1) disable the 'Windows Aperture' effect in the compositor effects list
2) add a Window Rule to force Docks on top

Further I placed a widget (Show Desktop) on my panel. Clicking on this
minimizes all and the window rule above makes the panel show. 

With these steps the original behaviour is returned to pre 5.3, except for the
bug remaining in the Alt-Tab, which is irritating but usable. And already
fixed, so we just need to wait a bit for this to land.
