The windows end up in the same layer what mea= ns when activating/raising the desktop ("kcmshell5 kwinoptions" allows you to configure mouseclicks in *all* windows) it will again go above the panels. I'm unfortunately not aware of common tools that would allow you to set a window transient for another.
