Kontact & KWrite behave the same, kwrite (from KF5) causes a change between
inactive and active palette while dragged (thus a full repaint on release)

Konsole might be different because it's ARGB.

a) are those damages in the moved windows also caused w/ compositing (any
compositor) or do they remain "clean" (as soon as moved away from the
artifacts)
b) let's see what introduces those artifacts.
    The disjunction w/ the panel doesn't look random, does "kquitapp
plasmashell" remove the artifacts? (your background might turn black, still=
 you
can move a window to where the artifacts were. You can restart "plasmashell=
" w/
Alt+F2, ie. krunner)
    Next guess would be kwin:
              pkill kwin_x11; sleep 30; kwin_x11 &
    Will kill kwin, wait 30 seconds and restart it (you don't want to inter=
act
with an unmanaged desktop ;-)
