The issue isn't that it scrolls down a bit, but that it scrolls past the item
you are hovering on. This then can be done again until you have scrolled all
the way down. For example, in the gmail applet for plasma 5,  moving the mouse
up and down right where the applet and the panel meet causes the applet to
scroll all the way to the bottom.
