As far as I can tell, the Gentoo configure system is working fine. The log file
includes:

-- GLEW NOT found - krita will not be able to use OpenGL.

[...]

Can you try compiling it (probably just krita) on a system without glew? Or
maybe check the code referenced in the build log just to make sure that it
isn't asking for glew, even though it is supposed to know that it is not
available?
