Those instructions are meant for power users who can compile the software.

You can either wait until Linux Mint packages partitionmanager in their
repositories (probably next version of Linux Mint) or you can try to download
Ubuntu package from https://launchpad.net/ubuntu/+source/partitionmanager
(there is a chance that it might not install but lets be hopeful).
