I have had this issue with a Netgear WNDA3100 USB wireless card using
proprietary drivers with ndiswrapper. It seems to be related to WPA/WPA2
encryption. This is most likely an upstream bug with the driver, ndiswrapper or
wpa_supplicant as my issue did not involve the Network Management applet.
