I have same issues with some magnet links (Kubuntu 14.04, KDE 4.13.0, Ktorrent
4.3.1, 64-bit). 

I have added a magnet (10+ seeders, DHT: on) to the program and after 30
minutes nothing happened. Interestingly, some other magnet links with
approximately same amount of peers opened right away. In a attempt to fix this
I restarted Ktorrent and the download of the stuck magnet started immediately.
However, after a minute, only a few kilobytes of data were downloaded (the
torrent seemed to be stuck), so I restarted again and download resumed with
proper speed.
