I believe that the author changed baloo to have no on/off switch because there
were already indications that there were insufficient users who had switched on
the previous desktop search facility - so the evidence that users in reasonably
significant numbers had already made the decision to actively "not" use desktop
search was already known.  Making the decision to effectively try to force all
users to then accept the default and remove the ability to switch off desktop
search with a simple switch was perhaps already likely to alienate users.  It
looks like the net result could have been predicted ahead of releasing baloo in
the current form.

It would really be a valuable way forward to accept that there are sufficient
numbers of KDE users who really don't want to have desktop searching on their
systems, and design the updated system to allow that to happen without having
to find workarounds to avoid having baloo or any other desktop search
replacement running on their system. Of course it should remain a free choice
and naturally users should be able to easily switch desktop searching on simply
through the settings gui. Although I would not want to restart the old flame
war that took place when the other major desktop in Linux was changed to
dramatically differ from its previous presentation and ergonomics, it is
perhaps worth remembering that users left the other desktop in large numbers
and moved to KDE.  It might be best to try to bring KDE users back smiling and
happy to continue to use KDE.
