Hm, no -- I have no idea why that error appears. I haven't seen it before!
However, your report says you're using 2.7.4, which I don't think I ever
released for Windows.

For Windows 7 and 8 there is:

http://heap.kogmbh.net/downloads/krita_x86_2.7.9.3.msi (32 bits Windows)
http://heap.kogmbh.net/downloads/krita_x64_2.7.9.3.msi (64 bits Windows)

For Windows XP with all service packs there is:

http://heap.kogmbh.net/downloads/krita_xp_x86_2.7.9.1.msi

I can only say I've tried on a bunch of Win7 and Win8 systems and these
installers worked for me...
