The resize code does have some strange behaviour indeed.
Create an empty panel to check.

- Make it smaller with the maximum size slider and enlarge it again, the panel
(and the minimum size slider) stays at the smaller size (well, that may be
intended, but there should be a way to move both sliders at once), this is what
this bug report is about originally IIUIC. And this is still reproducible in
4.10.5 and 4.11 Beta2.

- With just a systray plasmoid, the minimum slider doesn't have any effect
anymore except to make it bigger again. The systray happily stays with a size
somewhere between the minimum and maximum size sliders without apparent reason.
It seems the systray applet sets its minimum size to big (maybe it also
accounts for the hidden icons?)
But I will file a new bug report for this...
