dbus wrapped Workspace::nextDesktop() that wrapped unconditionally.
while now dbus wraps moveTo() where the default parameter is false and even
VirtualDesktopManager::slotNext() does only wrap conditionally.

Not sure whether that was intended?

You can instead (for the moment) use
qdbus org.kde.kglobalaccel /component/kwin invokeShortcut "Switch to Next
Desktop"
resp.
qdbus org.kde.kglobalaccel /component/kwin invokeShortcut "Switch to Previous
Desktop"

(Or implement wrapping locally, you actually don't even have to use dbus for VD
control)
