The commands I'm trying are:

qdbus org.kde.kwin /KWin org.kde.KWin.previousDesktop

qdbus org.kde.kwin /KWin org.kde.KWin.nextDesktop

This used to wrap around in KDE 4.10, now it no longer does.
Desktop navigation wraps around is checked in pager settings.
The keyboard shortcuts work as expected (they honor the setting)
