When logging in and restoring a previously saved session, all of the windows in
restored applications have entries in the taskbar, but the windows cannot be
raised.

Clicking on the entry in the taskbar sometimes shows a flicker, like the window
is coming up, but the window never appears.

I tried disabling desktop effects, but the windows still were not visible.

Any application window started after the session has been restored behave
normally.


Reproducible: Always

Steps to Reproduce:
1. Save session with some open applications
2. Log out
3. Log in
Actual Results:  
Windows of restored applications are not visible.

Expected Results:  
Windows can be raised/lowered as normal.
