I can confirm this bug too.
I'm running on openSUSE 12.3 x86_64 with KDE 4.10.00 "release 1" and the
proprietary NVIDIA graphics driver.
The occurence of this error seems completely random to me. Sometimes it works
fine, sometimes I have to kill and restart plasma-desktop to make it work.
Doing other things like switching desktop effects off and on again or changing
rendering settings does not work.

Interestingly, I also have a laptop running the same software/OS (openSUSE 12.3
x86_64 and KDE 4.10.0). This laptop has an embedded Intel GPU running on the
open source Linux driver. The KDE on the laptop never shows any sings of this
bug.
