Again, chihuahua is outdated and unmaintained. And at best it shouldn't even be
used anymore. Personally, i would rather see it die right now. Because, i don't
like it as well ;)
For this it needs a replacement, both on the underlying CMS and theme. 
The theme itself is undergoing a lot of work, not just the font settings. But
it needs to fit in a lot of situations, which has nothing to do with
over-styling but rather the need to have one design fit into all those (or
most) situations.
This are basically the reasons for not wanting to waste a second on chihuahua
anymore. As for the forum, this bugtracker, that is ongoing and a different
story. And it is partly based on an upstream project named "bootstrap". They do
the major work of resetting html and providing defaults.
