Hebrew is an RTL (Right To Left) language, but digits are written LTR, just
like european languages.
Therefore, the time should be shown just like English - HH:MM:SS.
However, the seconds are to the left, and the hour to the right, like this: 
58:55:23
instead of
23:55:58

Steps to Reproduce:
1. Install Arch' kde-l10n-he package, switch to Hebrew interface KDE
2.Invoke 'systemsettings' from terminal
3.click the "clock" icon on bottom of screen
Actual Results:  
The written clock string below the painted clock is reversed.

Expected Results:  
The written clock string below the painted clock should be just like regular
English string
