I can confirm that with top and bottom panel plasma-desktop does act weird
(windows heavily shrink vertically, can be clearly seen with animated resizes)

As result windows end up touching the panels while the did not before the
restart, but the size is ok.
=> sth. must invalidate the geom_restore variable and sth. can be either
a) change of maximization state (should not happen)
b) a configure request to the window (ie. it resizes itself)
c) mismatching size constraints break tabbed clients (related?)

- How do maximized windows act on your side?
- can you kdebugdialog, activate 1212, restart "kwin --replace 2>&1 | grep
PERMITTED" from konsole, restart plasma-desktop and see whether there's some
output (indicating permitted configure requests)
