Can't reproduce.
It works just fine here (see:

- You sure it still does not work after you logout/login ? 
(or restart kwin: kwin --replace &)
- Are you using the "latest" version of oxygen-transparent ? (see kde-look)
- make sure the application "kwin" is not black-listed (see
oxygen-transparent-settings, background opacity, exceptions, and uncheck kwin
if it is there and checked).
- finally, I'd recommend to also use the oxygen-transparent decoration style
(though that should not make any difference).
