Actually I was referring to the 3rd ("advanced") tab in "System Settings" ->
"Desktop Effects" which contains a check box titled "Suspend desktop effects
for fullscreen windows"

When I "really" disable effects using the alt-shift-f12 key combination, the
game works properly. So apparently the "Suspend desktop effects for fullscreen
windows" checkbox doesn't really work.

I looked briefly through the window rules tabs and didn't see any intuitive way
to make that happen. So the good new is, if effects are disabled, openarena
runs properly. The question is, why doesn't the checkbox work.
