I changed the code to only show when LightDM tells me to prompt (not committed)
but it still shows up for the user Charlie.

I then tested in unity-greeter and I also still got the same prompts for
Charlie as I would for any other user password.

Did you actually test this in unity-greeter? and was it with the instructions
you supplied?
