another way is "kcmshell4 kwinrules"

if you can identify the overlaying window, you can ask kwin to do all kinds of
"fixing" with it (position, size, window type - what impacts the layer).

Challenge 1: get the kcm up ;-)
Challenge 2: identify the window (eg. the attached xprop has a "panel_0" role,
what sounds promising for identification
