Confirmed on Ubuntu 11.04, using Kate 3.7.2 with KDE 4.7.2.

This is a *katepart* bug: if you change one of the "Kate" shortcuts (such as
"Configure Shortcuts..."), it persists between sessions.  However, the "Kate
Part" shortcuts do not persist.  I reported the same bug in Kile: the "Kile"
shortcuts persist, but the "Kate Part" shortcuts do not.
