On previous versions of konqueror, once I grabbed the scroll bar with the
mouse, it would keep on scrolling no matter how far the cursor moved away from
the scroll bar.  Now I have to keep it within about 1.5 cm, or else the view
jumps back to where it was before scrolling started.  This is very distracting
since one would like to focus on reading the page while scrolling, not on
keeping the cursor at the right horizontal position.  Perhaps there is some way
to configure this setting, but I can't find it in any konqueror documentation.

Reproducible: Always

Steps to Reproduce:
try to scroll, let the cursor move to the right or left of the scroll bar while
scrolling

Actual Results:  
page jumps back to where it was before starting to scroll

Expected Results:  
scrolling should continue

I'm using Ubuntu 10.10
